Job description

Job Purpose

 

As a key member of the College of Science and Engineering the potholder has a critical function in supporting the development of health and safety, quality management and resilience plans across the College, stimulating engagement from all stakeholders, and monitoring how effective these plans are.

 

The Safety, Quality and Resilience Manager provides support and leadership to the College and its Schools based on competencies in risk management, particularly in the fields of health and safety, quality and business continuity, offering guidance, establishing standards, generating ideas and solutions to set improvement plans, improve operational practices, and advise on medium and long-term strategies.

This role reports to the Director of Technical Services and has responsibility to the Heads of School and Head of College to support the development and delivery of the College and Schools vision and respond to their business needs.

 

Main Duties and Responsibilities

 

1.  Develop and implement local operational plans, working with competent stakeholder groups, to develop a culture of safe, resilient and efficient working.

2.  Standardise, develop and implement College reporting frameworks that underpin the effective risk management.

3.  Monitor and maintain records/reports to meet both internal and external requirements. Collate, review and present performance and risk indicators to inform strategic decision-making and to improve the College’s performance.

4.  Apply professional expertise and judgement to deliver a quality service and meet service standards and requirements via the provision of professional advice and recommendations within specific parameters and professional guidelines.

5.  Effective communications to key stakeholders within the College, acting as a conduit to the relevant local management groups and University committees. Conduct analysis, present results and put forward recommendations through briefings, presentations or written reports to inform decision making.

6.  Plan and organise workload priorities, determining individual and collegial objectives and activity scheduling to meet targets.

7.  Develop and implement a competency management system for professional services across the College to support personal development plans, knowledge sharing and service resilience. Maintain all necessary records in accordance with set requirements, keep up to date with developments or legal changes relevant to the work, advise and train colleagues as appropriate.

8.  Represent the Schools/College at Schools/College/University committees and ensures a collaborative working relationship with all staff and students. Manage the liaison, communication and relationship building with other University units and projects/working groups to support the achievement of University objectives, initiatives and changing priorities.

9.  Undertake other relevant duties as assigned by the Director of Technical Services.

 

Knowledge, Qualifications, Skills and Experience

 

Knowledge and Qualifications

 

Essential

A1 Ability to demonstrate the competencies required to undertake the duties associated with this level of post having acquired the necessary knowledge and skills in a similar or number of different roles. Or:

Scottish Credit and Qualification Framework level 9, (Ordinary Degree, Scottish Vocational Qualification level 4), or equivalent (including professional accreditation with relevant formal training) and experience of personal development in a similar or related role(s)

A2 Working towards NEBOSH certificate or other recognised similar health and safety qualifications

A3 Demonstrable knowledge of legislative requirements applicable to the role with an understanding of the work practices, processes and procedures, including broader sector/commercial awareness related to the risk management areas covering health and safety, quality management and business continuity

A4 Depth and breadth of knowledge of the principles relating to risk management, in particular health and safety management, quality management and business continuity

A5 Recognised qualification in risk management such as the International Certificate of Risk Management

A6 Recognised qualification in quality management for example ISO9001Certified Quality Auditor

 

Desirable

B1 Awareness of the current and future priorities of the University and the relevant work area

B2 Knowledge of internal contacts within the University compliance and governance teams and the University Estates Services

B3 Knowledge of Lean, process improvement and change management techniques

 

Skills

 

Essential

C1 Excellent teamworking and leadership with ability to collaborate with multiple internal and external stakeholders for effective project management

C2 Proven interpersonal and communication skills obtained through representational, influencing activities across a large organisation, including the ability to understand, conceptualise and interpret complex operational requirements of various groups and adapt own style to meet the needs of others

C3 Strong analytical abilities to logically assess data and apply effective evidence-based approaches to decision making

 

Experience

 

Essential

E1 Experience of working with risk management frameworks related to health and safety, quality and/or business continuity

E2 Experience of operating independently in planning and progressing work activities, within general guidelines and delivering goals within set timescales, using initiative and judgement without recourse to others

E3 Experience of quickly embracing and learn new concepts, techniques or methodologies

 

Desirable

F1 Work experience within a similar research/teaching services environment, including evidence of previous outputs and professional development

F2 Experience using Lean or other process improvement methodology in the realisation of significant benefits to the business

 

Terms and Conditions

 

Salary will be Grade 7, £40,497 - £45,413 per annum.

 

This post is full time (35 hours per week) and open ended (permanent).
